Security guarantees for Ukraine do not necessarily need to be outlined in the mineral extraction agreement with the USA, as they can be defined in the context of economic and social issues. This was stated by the Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk.
He emphasized that the document set to be signed today in the USA is of a "preliminary agreement" nature. "And it will undergo certain modifications after the meeting between the President of Ukraine and the President of the USA," Stefanchuk remarked.
He reminded everyone of Volodymyr Zelensky's position that security guarantees are a priority for Ukraine.
"However, they do not always need to be highlighted as security guarantees. Sometimes they can be embedded within economic, social, and other issues. It is not necessary to state that we will transfer a specific amount of weapons, if they may simply come through economic aid, by, so to speak, contributing to a certain fund," said the Chairman of the Verkhovna Rada of Ukraine.
According to him, it is not necessary to simply speculate about the agreement, but rather to wait for its implementation. "But I am convinced that this agreement has the potential to provide substantial security for Ukraine in every sense of the word," Stefanchuk stated.
Mineral Extraction Agreement
As reported by UNIAN, Prime Minister of Ukraine Denys Shmyhal noted that the upcoming agreement between Ukraine and the USA regarding the establishment of a Recovery Investment Fund will include six key provisions.
Shmyhal pointed out that Ukrainian subsoil and resources remain Ukrainian; they will not be transferred to the ownership of the USA or anyone else. According to him, Ukraine will contribute 50% of future revenues from its natural resource assets to the Fund.
It was noted that the USA will make contributions to the Fund in the form of funds, financial instruments, and other assets that are critically important for Ukraine's recovery. The resources collected by the Fund will be invested solely in projects for the recovery of Ukraine.
Today, Shmyhal also mentioned that the mineral extraction agreement includes security guarantees for Ukraine.
