In the capital, the authoritarian management methods of the Klitschko team are hindering the city's development and causing stagnation.
This is particularly evident in the staffing policy of the Kyiv City State Administration, said Andriy Vitrenko, a Kyiv City Council member and head of the permanent commission on budget, socio-economic development, and investment activities, in a comment to the “Kaштан NEWS” correspondent. He was the organizer of a discussion at “Ukrinform” on the topic: “A New Management Model for Kyiv: Advantages and Challenges.”
Andriy Vitrenko states that the appointment system for leadership positions depends not on the qualifications of the candidates but on the personal preferences of the city's leader. No competitions for positions have been held. Even the Kyiv City Council's decision to restore competitions for positions in educational institutions is constantly being sabotaged. Media outlets have repeatedly highlighted staffing scandals in “Kyivmiskbud,” the Kyiv Metro, “Kyivpastrans,” and other communal enterprises, where leadership roles were filled by individuals appointed by the city mayor. Andriy Vitrenko emphasizes that the mayor must take full responsibility for his staffing decisions, but this is not happening.
