Officials cite lack of funding
The Vinogradar residential area has been without hot water supply since May of this year, yet the city authorities are slow to address the issue.
This is mentioned in an electronic petition published on the Kyiv City Council website.
According to the petition's author, residents of buildings on Gongadze Avenue, European Union Avenue, Freedom Avenue, Poryka Street, and Svitlytskoho Street have been living without hot water for five months.
“The apartment buildings in Vinogradar are equipped with towel dryers in bathrooms/restrooms. The lack of hot water supply in the buildings and the presence of condensation on the hot water pipes adversely affect the condition of the overall building networks, passively destroying them. Due to constant dampness in the bathrooms and shafts, mold is forming, which damages both the pipes and the walls of the buildings, posing a threat to the sanitary and epidemiological health of the residents (increasing the risk of colds, allergic reactions, and asthma),” the petition states.
The boiler houses in the residential area are managed by RTM “Nivky.”
“According to RTM ‘Nivky,’ the issue with the lack of hot water supply in Vinogradar is linked to the wear and tear of the networks, the degradation of boiler equipment, and the absence of any modernization due to a lack of funding. The director of KP ‘Kyivteploenergo’ is Bind Vyacheslav Yevhenovych. According to the declaration of property status and income for 2023, the monthly salary of the director of KP ‘Kyivteploenergo’ amounts to 427,147.50 UAH. Given the level of the municipal enterprise director's salary, the unclear policy of the Kyiv City State Administration regarding the lack of adequate funding for the boiler houses in Vinogradar is perplexing,” the author of the petition notes.
Residents of Vinogradar are demanding the restoration of hot water supply services, a review of the funding policy for municipal enterprises, the dismissal of the director of ‘Kyivteploenergo’ for inadequate performance of duties, and an audit of his activities with the involvement of the State Audit Office.
