Instead of reallocating surplus funds from the city budget to strengthen defense and support our defenders, the Kyiv City State Administration decided to invest them in more long-term constructions, pavement repairs, and park renovations.
This is clearly illustrated by the tenders held by “Kyivzelenbud,” which were actively conducted towards the end of 2024, as mentioned in the latest episode of the YouTube project “In the Shade of the Chestnut.”
In particular, in the last weeks, or even days, of December last year, the administration of this municipal entity announced several dozen various tenders – ranging from major repairs and reconstructions to restoration and design surveys.
From December 16 to 24 alone, information regarding capital repairs of parks and squares exceeding eight million hryvnias was posted on “Prozorro.”
Such expenditures at the end of the budget year raise questions. Just like the necessity for landscaping in December. On December 21, “Kyivzelenbud” announced a competition for landscaping the city and the installation of an irrigation system at the Chornobayivska Square junction, with a deadline for completion by December 24. This not only violates the competition conditions but also seems outright absurd. However, the winner was chosen literally on the day of the announcement, and a contract was signed that same day. Anything to avoid returning funds to the city budget.
