Massive investments are being made once again to clear the Lybid River's channel.

Perhaps the officials of the Kyiv City State Administration hoped that public attention to tenders would be minimal ahead of the holidays, allowing these expenditures to go unchallenged. However, journalists managed to track the use of leftover budget funds. All the details are in the new episode of the YouTube project “In the Shadow of the Chestnut,” which analyzed the most interesting tenders of the Kyiv City State Administration and its departments over the past few months.

For example, the Lybid River has been providing a substantial income for tender winners for quite some time. And as is known, "outsiders" do not participate here. Thus, the company LLC “Arsenal-Bud Montazh” has taken on the task of saving the river. The municipal enterprise “Pleso” has entrusted this firm with similar work before. Over the last three years, this company has exclusively handled the cleaning of water bodies in various areas — in addition to the current contract, two other contracts were signed.

The first – for almost 8 million hryvnias was signed in November 2021, the second – for nearly 14 million – in September 2023. Both agreements concerned the section from Saperno-Slobidska Street to the Lisova Hora tract. And this is just a drop in the ocean of budget funds spent recently. For years, the Kyiv authorities have allocated millions for the cleaning of the Lybid Riverbed, but these efforts have not yielded visible results.

And now – a new order. Over 60 million more in Kyiv have been decided to be "drowned" in the Lybid Riverbed.

The relevant tender was announced on December 17, 2024. KP “Pleso” ordered an inspection and cleaning of the Lybid in the section between the Kyiv highway and the Dnipro River. Earlier, activist Dmytro Perov had already explained why such actions are not only ineffective but also exhibit signs of corruption.

“The city leadership allocates funds every year for the cleaning of the Lybid River. The scheme is very simple. The current is very fast there. And every year, several million are spent on cleaning the riverbed. Trash is removed, but it washes back in. And it is impossible to check whether the riverbed was actually cleaned,” – emphasized Dmytro Perov.

For 62 million hryvnias, they plan to clean a mere 350 meters of the riverbed! Meanwhile, the community recently cleaned the same natural area mentioned in the tender by themselves. A community cleanup was organized by a National Guard serviceman with the call sign MAG along with activists.

But funds will not allocate themselves, so we have a new tender for the cleaning of the Lybid River.
